FICA works the same way. The pack a client needs is worked out from what kind of client they are, and the status is derived from what is actually on file rather than from a box somebody ticked. A proof of address that ages past ninety days quietly turns that client back to outstanding, which is exactly the transition nobody notices until a compliance review.
